Urban Master Planning

Norwest in Sydney is a comprehensive mixed-use project that was initiated in 1987 as a joint venture project between the then landowner North Sydney Brick & Tile (Pty) Ltd and developer Chase Corporation (Australia) Ltd. I held full responsibility for managing the joint venture — from greenfield site through to development of stage 1. The original master plan incorporated 378 hectares of land, and envisaged a regional retail centre, commercial and industrial sites, hotel sites, residential precincts, recreational, entertainment and civic amenities and a 20-year development life. Norwest was the first land development project in Australasia to make innovative use of a positive (as distinct from restrictive) land covenant — designed to manage ongoing development standards and estate operations through compulsory membership of the Norwest Association. It has won numerous accolades, including runner-up in the prestigious International Real Estate Federation (FIABCI) Master Plan category in 2007. Some 30 years after project initiation, Norwest is now home to 800+ businesses providing 30,000+ jobs. It is arguably Australasia’s most successful mixed-use urban development project. Responsibilities

  • Procurement of ECP and DCP approvals from Baulkham Hills Shire.
  • Development of the Norwest Association rules.
  • Coordination of infrastructure implementation.
  • Technical team appointment and coordination.
  • Preparation of individual and consolidated feasibility studies.
  • Preparation of funding proposals.
  • Development of marketing and business plans.
  • Promotion of the entire project and individual developments.
  • Reporting to the joint venture stakeholders.

The immense success of Norwest is testament to the foresight of then North Sydney Brick & Tile Managing Director Doug Lancely who tragically died before seeing his and Chase’s shared vision realised.
